Located in the heart of Downtown Tulare at 455 E. Tulare Avenue, Zumwalt Park was fully redeveloped and reopened in 2025. The park is now home to the Adventist Health Amphitheater, a major outdoor venue built for live entertainment, community celebrations, and cultural events. The renovation also added a splash pad, play structures, restrooms, a gazebo, and wide green spaces for families to enjoy.

The amphitheater includes a main stage, tiered seating, upgraded lighting, and new landscaping. With its central location and new features, Zumwalt Park has become a lively gathering place for residents and visitors. The park is expected to welcome 35,000 to 50,000 visitors each year.

The renovation was made possible through a combined investment of 5 million dollars in Park Development Impact Fees, 5 million dollars in General Fund Capital Improvement Project funds, and 5 million dollars in federal ARPA funds. RRM Design Group led the design work, and Caliber Contracting Services served as the prime contractor. Several subcontractors supported the project.

City of Tulare Project Manager Dylan Chimienti oversaw the renovation. Additional support was provided by 4Creeks for construction management and inspection, Krazan for material testing, Lane Engineers for surveying, and Next Level Compliance for labor compliance.

In 2026, the City of Tulare received the California Parks and Recreation Society Award of Excellence for Park Planning in recognition of this outstanding transformation.
