Chief Fred Ynclan

Bio:

Chief Ynclan has been a member of the Tulare Police Department for 22 years. During his tenure with TPD he has served as a K-9 Officer, a member of the Crime Specs Unit, a SWAT Team Member, and a Detective in the Investigations Division.

Why I chose Tulare PD:

 I came to Tulare PD because it had opportunities I didn’t have at my previous agency. Here at Tulare, there is patrol, investigations, SRO’s, traffic, K9, SWAT. The list goes on and on. Also, I was very familiar with the community itself. My children were growing up here, I lived here and it made complete sense. While with my previous agency I would time to time come and work in the city of Tulare for various details and assignments. While working directly with the officers and detectives from Tulare PD I knew right then this would be my forever home agency. The camaraderie and family environment appealed to me like nothing had before. The only regret about coming to TPD is that it wasn’t years earlier. 

BIO:

I’ve been with the Tulare Police Department for 13 years. At Tulare Police Department I’ve served in the Crimes Specs Gang Unit, Investigations Unit, and served as the SWAT Tactical Commander. I currently oversee the Investigations Division, Evidence, and the SWAT Team at the Agency.

One Piece of Advice:
Never lose hope. Keep pushing when things are difficult, as success often comes from persevering through challenges.

Why I chose Tulare PD:
I chose the Tulare Police Department because Tulare is home. Living and working in the same community adds a deeper sense of purpose and meaning to being a police officer.

Captain Greg Merrill 

BIO: 

Captain Greg Merrill has been a member of the Tulare Police Department for 17 years. During his time with the department, he has been a member of the Crime Specs Unit and Investigations Unit. Captain Merrill Currently oversees the Crime's Specs Unit, the Evidence Department and the Investigations Division.

Take care of yourself first and everything else will fall in place.

Why I chose Tulare PD: 

I chose Tulare PD because I live in the community, and I love the family environment that the City of Tulare provides us. 

Captain Kevin Kroeze joined the Tulare Police Department in 2026 with 26+ years of law enforcement experience. He has held assignments in patrol, investigations, and administration as an officer, detective, sergeant, and lieutenant. Captain Kroeze currently oversees the Administrative Division which includes Records, Dispatch, SRO’s, HALO, Animal Services, Hiring/Recruitment, and other administrative functions.

 Why I chose Tulare PD:

The family atmosphere of the department and close-knit community were exactly what I wanted. I was also excited to be a part of all the new positive things going on in the department and city.
