California’s Political Reform Act requires every local government agency to adopt a Conflict of Interest Code. This code lists the City positions that must file Statements of Economic Interests and explains what types of financial information they need to report. The law also explains when people in these positions must step back from making or influencing a decision. This happens when they have a financial interest that could affect the decision.

Some City officials are required by state law to file financial disclosure statements. These include City Councilmembers, people running for City Council, Planning Commissioners, the City Manager, City Attorney, and City Treasurer. These officials are often called “87200 filers,” based on the Government Code section that applies to them.

The City’s Conflict of Interest Code adds to these rules by also requiring certain employees, consultants, and members of City advisory groups to file disclosures, even if they are not 87200 filers. View the City’s Conflict of Interest Code online: Conflict of Interest Code.

The City Clerk’s Office manages all Statements of Economic Interests. Anyone from the public may look at these forms and request copies. The forms must be available as soon as possible during normal business hours, and no later than the second business day after the City receives them.

Filer Access Portal

The Filer Access Portal is an online system that lets users (designated filers) enter and submit their Statements of Economic Interests. These reports are required by the Fair Political Practices Commission (FPPC). The portal is free to use.
