The 2022 Election will be held on November 8, 2022. The City of Tulare has two Council seats on the ballot: Districts 2 and 4. Measure Y Cannabis Business Tax

UPDATE: November 14, 2022

Message from Mayor Dennis A. Mederos on the passage of Measure Y:

"On Tuesday, November 8, 2022, Tulare voters approved Measure Y, the proposed cannabis business tax. Measure Y revenues will be used to address needs of importance to residents such as homelessness, police, fire, roads, and recreation. A particular funding priority from the revenues will be the construction and operation of the proposed emergency homeless shelter to be located on O’Neal Avenue between South K Street and South O Street. Funds generated by Measure Y will stay local in Tulare and requires oversight and financial audits. I am grateful to all residents who exercised their constitutional right to vote."


At its June 7, 2022 meeting, the Tulare City Council placed Measure Y on our Municipal Election ballot by a unanimous vote.

Measure Y is a cannabis business tax at annual rates not to exceed $10.00 per canopy square foot for cultivation (adjustable for inflation), 10% of gross receipts for retail cannabis businesses, and 10% for all other cannabis businesses.

Measure Y is not a tax on residents, their homes, or properties.

City Council priorities for any new revenue include needs of historical importance to residents such as maintaining the City’s financial stability; addressing the homelessness crisis; repairing streets and roads; maintaining 9-1-1 emergency police, fire, and paramedic response services; and improving water conservation.

If enacted, all revenues raised by Measure Y will maintain core local services and facilities provided by the City to the Tulare community – by law, these funds cannot be taken away by the state or federal government.

Again, Measure Y does not raise taxes on you, your home, or property. Measure Y only applies to cannabis businesses operating within City limits. All other businesses operating within the City pay this type of tax, and the cannabis industry should be no exception.
