The City of Tulare is currently enforcing STAGE 3 of the Water Conservation Ordinance. Guidelines of the ordinance include the following:

  • NO overseeding of lawns
  • NO washing of sidewalks, driveways, parking areas, courts, patios, or other paved areas 
  • Washing of automobiles, trucks, trailers, boats, airplanes, and other mobile equipment is allowed when using a handheld hose equipped with a positive shut-off nozzle for quick rinses once on designated watering day
  • NO fundraising car washes will be permitted
  • Outdoor irrigation is permitted if: 
    • A handheld, faucet filled bucket of five (5) gallons of less is used
    • A drip irrigation system is installed
    • A handheld hose with a positive shut-off nozzle is used on ornamental, non-turf plants
  • Ornamental fountains or water features must use a recycled water system
  • A sign must be posted on property when sprinklers are being adjusted or repaired for the duration of the time the area remains wet
  • Watering days are Tuesday and Saturday for addresses that end in an odd number; Wednesday and Sunday for addresses that end in an even number. Watering times are 12:00 AM - 4:00 AM, 9:00 AM - 11:00 AM, and 10:00 PM - 12:00 AM.
  • NO WATERING DURING THE MONTHS OF NOVEMBER, DECEMBER, JANUARY, AND FEBRUARY.

Water Waste Fees

Water Conservation Ordinance violations that are observed and issued a ticket noting the manner in which water was being wasted on premises are subject to fines.

  • First ticket is a written warning
  • Second ticket is a fine of $35.00
  • Third ticket is a fine of $70.00
  • Fourth ticket is a fine of $150.00
  • Each additional ticket within the period of one (1) year is a fine of $300.00
