The City of Tulare is currently enforcing STAGE 3 of the Water Conservation Ordinance. Guidelines of the ordinance include the following:

NO overseeding of lawns
NO washing of sidewalks, driveways, parking areas, courts, patios, or other paved areas
Washing of automobiles, trucks, trailers, boats, airplanes, and other mobile equipment is allowed when using a handheld hose equipped with a positive shut-off nozzle for quick rinses once on designated watering day
NO fundraising car washes will be permitted
Outdoor irrigation is permitted if:
- A handheld, faucet filled bucket of five (5) gallons of less is used
- A drip irrigation system is installed
- A handheld hose with a positive shut-off nozzle is used on ornamental, non-turf plants
Ornamental fountains or water features must use a recycled water system
A sign must be posted on property when sprinklers are being adjusted or repaired for the duration of the time the area remains wet
Watering days are Tuesday and Saturday for addresses that end in an odd number; Wednesday and Sunday for addresses that end in an even number. Watering times are 12:00 AM - 4:00 AM, 9:00 AM - 11:00 AM, and 10:00 PM - 12:00 AM.
NO WATERING DURING THE MONTHS OF NOVEMBER, DECEMBER, JANUARY, AND FEBRUARY.

Water Conservation Ordinance violations that are observed and issued a ticket noting the manner in which water was being wasted on premises are subject to fines.
