The Streets Division is comprised of two sections: Street Services and Surface Water. Street Services is responsible for the repair and maintenance of 220-miles City streets, 46 signalized intersections, and 379 streetlights. Streets staff is also responsible for the maintenance of City-owned parking lots, undeveloped shoulders, and alley repair and maintenance. In addition, staff work with property owners towards keeping sidewalks, curbs and gutters, ADA ramps, and drive approaches up to local, state, and federal standards through the City’s Concrete Program. Surface Water refers to the important infrastructure that prevents flooding when it rains, maintains daily nuisance water, and provides for groundwater recharge in ponding basins.

Sidewalks and Street Trees
Under the Streets and Highways Code and the Tulare Municipal Code, all property owners are responsible for maintaining the sidewalk, park strip area, and curb and gutter adjacent to their property. This also includes maintenance and clearance of trees, limbs, bushes, and hedges over sidewalks, roadways and alleys.
Street Trees - Property owners are responsible for keeping all trees trimmed to a clearance height of 14 feet over the curb and alley and 10 feet over the sidewalk. It is also the property owner’s responsibility to clear and properly dispose of downed trees, branches and limbs from the roadway and sidewalks.
Sidewalks – Property owners are responsible for both the removal of damaged sidewalk, curb & gutter, and/or drive approach and subsequent replacement of the concrete. Work must be permitted and inspected by the city and completed by a licensed contractor.
