The City of Tulare provides the following essential services to our residents:

Our Utility Billing team is here to help!

  • Hours: Monday-Friday, 8:00 a.m. to 5:00 p.m.
  • Walk-In Service: Available on the first floor of City Hall at 411 E. Kern Avenue, Monday–Friday, 8:00 a.m. to 5:00 p.m.
    (Closed on City-observed holidays.)

Utility Billing Period

The City bills for utilities once a month, covering a one-month service period. Bills are mailed on the 1st of each month and are due by the 20th. If the 20th falls on a weekend or a City-observed holiday, your payment will be due the next business day.

Moving Within Tulare?

If you move to a new address, you'll receive a new customer number. Be sure to use this new number for any online payments to avoid delays.

Starting or Stopping Utility Service

Start Service

Fill out a Utility Service Application and return it to City Hall.

  • Owners: Must bring a photo ID and proof of ownership (escrow documents, tax bill, etc.). A $5.00 signup fee will appear on your first bill.
  • Renters: Must bring a photo ID and a signed rental or lease agreement. A $5.00 signup fee will appear on your first bill.

Stop Service

A signed request is required to discontinue service. You can:

  • Visit City Hall
  • Mail or fax a written, signed request to (559) 685-2366
  • Use the Utility Service Application to request service termination

If we do not receive a signed request, you will remain responsible for all charges.
