I want to do some work behind my curb and gutter. Do I need a permit?
That depends on how far behind the curb and gutter you are, and what kind or work you are doing. Normally City right-of-way extends about 10 feet behind the curb line. However, it can vary, and can be as wide as 16 feet in the original township areas. If you are doing any major work, such as sidewalks, driveway approaches, or sewer laterals, you must obtain an encroachment permit. Such work, if within the City’s right-of-way, must be done by a licensed contractor.
My sewer lateral is plugged up. Who is responsible for the needed repairs?
The sewer main in the City street or alley is maintained by the City. The lateral, from the main to your structure, is your responsibility.
I noticed some damaged sidewalk along a public street (not in front of my property), which I believe presents a public hazard. Who should I tell?

The adjacent property owner is responsible for the maintenance and repair of the curb, gutter, and sidewalk in front of their property. In addition, if the damage constitutes a public hazard, the City may require the repairs at this time.

What are the oversize load permit fees?

There are several state highways that run through the City of Tulare. These are SR 99, SR 137, and SR 63.
The limits for SR 137 through the City of Tulare are: Tulare Avenue (Morrison Street to "M" Street), "M" Street (Tulare Avenue to Inyo Avenue), and Inyo Avenue ("M" Street to west of Gemini Street).
The limits for SR 63 through the City of Tulare are: Mooney Boulevard (Tulare Avenue to Pacific Avenue)
SR 99 bisects the City of Tulare and extends from the north city limits through the south city limits.
