To help revitalize Downtown Tulare and unlock its full potential, dedicated funding is essential. A Property-Based Improvement District (PBID) offers a key opportunity to achieve this. The City is informing property owners about this funding mechanism, which is specifically designed to enhance and improve the downtown district.
Through the PBID, property owners can directly invest in the future of Downtown Tulare—supporting efforts that will make the area more vibrant, welcoming, and economically successful.
PBIDs are widely used across California to help downtowns thrive. In other communities, PBID funds have supported projects such as public murals, business marketing, safety and security patrols, and seasonal lighting. Similar to a homeowners association (HOA), all PBID funds stay within Downtown Tulare and are managed by a board of local property owners.
Property owners can also review detailed information on how assessment calculations were developed in the Engineer’s Report and how PBID funds will be collected and disbursed in the Management District Plan. Both documents are hyperlinked for reference and provide additional transparency into the proposed district.
