The City of Tulare is entering a new chapter focused on revitalizing Downtown and attracting new commercial development along the Highway 99 corridor. As our community continues to grow, we are taking deliberate steps to strengthen our economic foundation and position Tulare for long-term success.

To support this effort, the City has engaged Kosmont Companies to assist in the development of a comprehensive Economic Development Strategic Plan in 2026. Kosmont will work closely with City leadership and stakeholders to identify Tulare’s regional advantages, assess market opportunities, and define a clear path forward.

The Strategic Plan will outline targeted actions, proven best practices, and measurable goals to achieve Tulare’s economic vision. Most importantly, this will be an implementation-focused plan—designed to be put into action immediately by City staff to capitalize on emerging opportunities. It will serve as a guiding framework for decision-making, investment, and partnership, ensuring meaningful and lasting results for the community.
