Economic development is the process of improving the economic well-being and quality of life for a community through strategic programs and policies.  The City is actively pursuing opportunities by conducting various studies, developing plans, and implementing new projects. Tulare is open for business!

Downtown Tulare Master Plan

The City of Tulare is proud to share its award-winning Downtown Master Plan, developed in partnership with MIG. The plan received the Award of Excellence for the Comprehensive Plan from the Central California Chapter of the American Planning Association (CenCal APA) in recognition of its thoughtful vision and community-centered approach. The Downtown Master Plan outlines five key strategies for revitalization—entertain, play, live, work, and eat—with a focus on creating a lively, pedestrian-friendly environment. Anchored by the newly renovated Zumwalt Park, home to the Adventist Health Amphitheater, the plan envisions a downtown filled with experience-oriented niche retail, diverse dining options, and cultural activities that celebrate Tulare’s unique identity.

In addition to its strategic framework, the plan identifies several catalytic projects to help bring this vision to life and support long-term implementation.
