Downtown Tulare Assistance for Small Town Eateries Program

The City of Tulare is proud to introduce the Downtown TASTE Program (Tulare Assistance for Small Town Eateries). This two-year initiative is all about helping local restaurants and food businesses grow, renovate, and open new doors in the heart of downtown.

Through TASTE, we’re making it easier for businesses to invest in our community by:

  • Offsetting rehabilitation and renovation costs

  • Supporting code-required improvements

  • Encouraging infill development

  • Boosting private investment in downtown

This program builds on the success of Tulare’s previous rehabilitation grant program, which helped bring historic buildings up to code, attracted new businesses, and created a more vibrant and walkable downtown.

The City has reserved up to $1 million in funding. Assistance will be awarded as a mix of forgivable loans (up to 80%) and reimbursable grants (up to 20%).

Funding Categories

  • New Construction: Forgivable loan requests up to $250,000

  • Existing Building/Space: Tenant Improvements – Forgivable loan or grant requests

  • Existing Building/Space: No Tenant Improvements – Grant requests up to $20,000
