Tulare is making strategic infrastructure investments to support long-term growth, improve mobility, and unlock new development opportunities.
International Agri-Center Way Interchange: Scheduled for completion in 2026, this new interchange and street extension will open the south end of Tulare along Highway 99 to significant commercial and industrial development. Designed to improve access and circulation, the project positions the area for business expansion and job creation.
Highway 99 Expansion: In partnership with California Department of Transportation, the City is supporting a major infrastructure project to widen approximately 5.4 miles of Highway 99 from four to six lanes. By adding one lane in each direction, the expansion will enhance traffic flow, improve safety, and accommodate continued regional growth.
Paige Avenue Interchange Improvements: As part of the six-lane expansion, the City is advancing corridor and multimodal enhancements at State Route 99 and Paige Avenue. This multi-mile project includes new roundabouts, widened shared-use paths, and gap-closing sidewalks to improve safety, connectivity, and accessibility for drivers, cyclists, and pedestrians alike. Representing approximately $226 million, it is the largest joint investment between the City and Caltrans to date.
Together, these improvements significantly enhance traffic circulation and highway accessibility—unlocking prime land for development. With infrastructure in place and a clear vision for growth, Tulare is well-positioned to attract new businesses, support workforce expansion, and meet the demands of tomorrow’s economy.
