Substantial Amendment to the City’s Five-Year Consolidated Plan (FY2025/26-FY2029/30) and Annual Action Plan (FY2025/26)

The City of Tulare has published a draft amendment to the five-year Consolidated Plan for FY2025/26-FY2029/30 and Annual Action Plan for FY2025/26. The Consolidated Plan and Annual Action Plan establish a place-based, market-driven strategy for decisions about how federal and state grant funds will be allocated to address housing and community development needs. These plans are required by the U.S. Department of Housing and Urban Development (HUD) for the City of Tulare to receive federal grant funding, including the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs. After an initial 30-day comment period, public meeting on October 8th, public hearing on October 21st, and an online survey, City staff are proposing amendments to the Consolidated Plan and Annual Action Plan. The amendment to the Consolidated Plan proposes a commitment of new HOME funds to the development of affordable multifamily rental housing and tenant based rental assistance for low-income residents. While, the amendment to the Annual Action Plan proposes a reallocation of available CDBG funds to existing activities as well as an obligation of HOME funds to the development of affordable rental housing and tenant based rental assistance.

The proposed amendments align with the Consolidated Plan goals identified below for reference, in particular the funding changes contribute to activities and projects that address goals number one and two.

Public Comment Period: Members of the public are invited to submit comments on the draft amendments to the Consolidated Plan and Annual Action Plan and  the specific allocations of CDBG and HOME funds to the projects/actions contained therein to Norveen Brar, Housing and Grants Specialist, via email at nbrar@tulare.ca.gov, by phone at (559) 684-4222, in person or by mail to 411 East Kern Avenue, Tulare, CA 93274. The drafts will be available by October 31st, 2025 on the Community Development Department’s website at https://www.tulare.ca.gov/government/departments/community-development/housing-grants-services/reports , and paper copies will be available at the Tulare Public Library located at 491 North ‘M’ Street in Tulare, CA 93274, and at the Permit Technician window on the first floor of City Hall (411 East Kern Avenue). Comments will be accepted between October 31st, 2025 and December 2nd, 2025.

 

Public Meeting/Public Hearing: Members of the public, particularly residents of the City of Tulare, are invited to participate in one (1) public meeting and two (2) public hearings to receive presentations and offer feedback on the Draft Amendments to the Consolidated Plan and Annual Action Plan and the funding allocations to projects/actions contained therein.

 

A summary of public comments received will be included in the final plans.
