Marc was appointed City Manager of the City of Tulare by the City Council in September 2021. He previously served the City of Rocklin, California from January 2015 to July 2021 including as Assistant City Manager and the City of Ocala, Florida from August 2003 to December 2014 including as Assistant City Manager.

Marc has a Bachelor's in Design, a Masters in Architecture, and a separate Masters in Urban and Regional Planning all from the University of Florida. He has experience in both the private and public sectors including over 25 years of experience in municipal and regional government with special emphasis on economic development and downtown redevelopment.

Marc is responsible for directing the administrative operations of the City government. He is responsible for planning, directing, coordinating, and reviewing the activities and operations of all City departments. He appoints all department heads and employees, except those appointed by the City Council which includes the City Manager, City Clerk, and City Attorney. One major role for Marc is recommending the budget to the Council on an annual basis. With the assistance of key City staff, Marc formulates recommendations to the City Council and is responsible for carrying out the approved policies and goals of the City throughout the organization.

As City Manager, Marc also holds the official title of City Clerk.

Marc is married to his wife, Verna. They each have three adult children from prior marriages and enjoy their spare time outdoors with their dogs and horses.

Thomas was appointed as the Assistant City Manager in March 2025. His portfolio includes Community Development, Human Resources/Risk Management, Fire, and Police. He also coordinates interdisciplinary priorities spanning multiple departments, and he interfaces with outside agencies, local businesses, and the development community.

Prior to joining the City of Tulare, Thomas served in various roles in other cities in the Central Valley. Thomas started his career in the California State University system. He earned his BA in Economics and MBA from Fresno State.
