The City Clerk's Office serves as the official record keeper for the City of Tulare and is committed to providing transparent, accessible, and responsive local government. The office supports the City Council, City departments, and the community through legislative administration, public records, elections, records management, and citywide communications.

Our Responsibilities

The City Clerk's Office performs a wide range of services that support the City's operations and ensure compliance with state law, including:

  • Preparing and maintaining agendas, minutes, resolutions, ordinances, and other official records of the City Council, Board of Public Utilities Commissioners, Successor Agency to the Tulare Redevelopment Agency, and Tulare Public Financing Authority.
  • Maintaining the City Seal and the City's official legislative records.
  • Maintaining and updating the Tulare Municipal Code.
  • Administering the City's records management program and coordinating requests under the California Public Records Act.
  • Serving as the local filing officer for Statements of Economic Interests (Form 700), campaign statements, and other required filings.
  • Administering municipal elections in coordination with the Tulare County Registrar of Voters.
  • Accepting service of summonses, subpoenas, and other legal documents on behalf of the City.
  • Providing legislative support and information to the City Council, City departments, and the public.

Communications & Public Affairs

Under the leadership of the City Clerk & Public Affairs Director, the City Clerk's Office also serves as the City's Public Information Office by:

  • Managing the City's official website and social media platforms.
  • Coordinating media relations and public information.
  • Developing citywide communications and community engagement initiatives.
  • Supporting departments with public outreach, branding, and strategic communications.
  • Helping residents stay informed about City programs, services, projects, and events.
