City Council meetings are conducted in a public setting and are recorded. Most meetings begin with routine business, followed by public comments and discussion of agenda items. Residents are welcome to attend and observe at any time.

Help Us Keep Meetings Respectful

We ask everyone attending City Council meetings to:

• Silence mobile devices.
• Treat others with respect.
• Speak only when recognized by the Mayor.
• Avoid applause, shouting, or other disruptions so everyone has a chance to participate.

Attend in Person

City Council meetings are held in the Council Chamber at 491 North M Street, Tulare (located in the Tulare Public Library). Meetings begin at the time listed on the agenda. Seating is available on a first come, first served basis.

The Council Chamber is wheelchair accessible.

If you cannot attend in person, you can watch or participate online.

If you join online and wish to speak during public comment, please use the "Raise Hand" feature. Staff will call on speakers when it is their turn.

The City Council welcomes public comments.

You may speak about an item on the agenda or any matter within the City Council's authority.

Speaking in Person

• Complete a public comment card (speaker card), if requested.
• Wait for the Mayor to call your name.
• Speak clearly into the microphone.
• Please state your name for the record.
• Each speaker is allowed up to three minutes. The Mayor may adjust the time depending on the number of speakers.

Speaking Online

• Join the meeting using the online meeting link.
• Select "Raise Hand" when you would like to speak.
• City staff will call your name and request you to unmute your microphone.
• Each speaker is allowed up to three minutes.

Written Comments

You may also submit written comments before the meeting. Written comments received by noon on the date of the meeting will be provided to the City Council at the meeting and made part of the record of proceedings but will not be read aloud.
