The City of Tulare is a charter city. It is governed by the City Council-Manager form of government. Under this form of government, the elected City Council set policy, enact legislation, and adopt the budget under which the City operates.

The City Council is composed of five members, each elected by the voters of their respective districts. The City of Tulare is divided into five districts, with one councilmember elected from each district to represent both their constituents and the interests of the City as a whole.

Following each general municipal election, the City Council convenes to select one of its members to serve as the Mayor (President of the City Council). The Mayor serves a two-year term in this role. In the same manner, the City Council also selects one of its members to serve as Vice Mayor (Mayor Pro Tempore), who also serves a two-year term.

The Mayor is the presiding officer of the Council and the official spokesperson and ceremonial representative of the City.

The City Council appoints the City Manager, City Clerk, and the City Attorney who serve at the pleasure of the City Council. The City Manager is the chief administrator of the City.
