The City of Tulare is a charter city and uses a Council‑Manager form of government. This means the elected City Council makes the laws, sets policies, and approves the budget for the City.

The City Council has five members. Each member is elected by voters from one of the City’s five districts. Every councilmember represents the people in their district, as well as the interests of the entire City.

After each general municipal election, the City Council chooses one of its members to serve as Mayor (President of the City Council). The Mayor serves a two‑year term acting as the presiding officer of the Council and the official spokesperson and ceremonial representative of the City. The Council also chooses a Vice Mayor (Mayor Pro Tempore), who also serves a two‑year term.

The City Council appoints the City Manager, City Clerk, and City Attorney. These positions serve at the direction of the Council. The City Manager is responsible for running the day‑to‑day operations of the City.

Members of the public can contact Tulare City Councilmembers by submitting a message through the online form: Contact the City Council. Councilmembers do not keep regular office hours at City Hall. If you need help or want to leave a message, you may also call the City Clerk’s Office by calling (559) 684-4200 or emailing cityclerk@tulare.ca.gov.

City Council Meetings and Participation

The City Council meets regularly on the first and third Tuesday of each month at 5:30 p.m. in the Council Chamber located at the Tulare Public Library at 491 North M Street in Tulare. There may be more or less meetings depending on current business. Special meetings are usually scheduled at a time just prior to the start of the regular meetings or on days other than regular meetings.

Pursuant to California Government Code Section 54954.1, the City of Tulare provides an electronic system to request City Council meeting agendas and related documents through eNotification. Complete the information below to subscribe.

Agendas are posted online at least 72 hours before regular meetings and 24 hours before special meetings, as required by law.

Public Meeting Process

City Council meetings are conducted in accordance with the Brown Act and the City Council’s Handbook of Rules and Procedures. Meetings are open to the public and provide opportunities for participation.

Members of the public may:

  • Attend in person and speak during the designated comment periods.
  • Provide remote oral comments by calling (559) 366-1849 during the designated comment periods (view meeting live from the City's YouTube channel).
  • Submit written comments via email to cityclerk@tulare.ca.gov before the meeting.
