What is Measure I? 

In November 2005, Tulare voters approved Measure I, also known as the Tulare Vital City Services Measure. Measure I added a one-half cent local sales tax to help fund important City services.

Measure I is a general sales tax. This means the money goes into the City's General Fund and may be used for any lawful City purpose. When voters approved Measure I, the ballot stated that the funding would help maintain and improve services such as:

  • Police, fire, and paramedic services
  • 911 emergency response
  • Anti-gang programs
  • Street and pothole repairs
  • Parks and recreation
  • Library services
  • Tree trimming
  • Code enforcement
  • Other essential City services

To help keep the public informed, Measure I also requires an independent annual financial audit and review by an independent citizen oversight committee.

About the Committee

The Measure I Citizen Oversight Committee helps provide transparency and accountability for Measure I funds.

The Committee reviews the City's annual independent audit of Measure I revenues and expenditures. After completing its review, the Committee reports its findings to the City Council. This helps ensure that Measure I funds are accurately reported and that the public has access to this information.

The Committee does not decide how Measure I funds are spent. Decisions about the City's budget and the use of Measure I revenues are made by the City Council during the annual budget process.

The Committee has five members appointed by the City Council, with one member appointed by each Council Member. Members must live within the City of Tulare and serve four-year terms.

The Committee meets twice each year:

  • Mid-Year Budget Review to receive an update on Measure I revenues and expenditures.
  • Annual Audit Review to review the independent audit and prepare a report to the City Council.
