Community Development Block Grant (CDBG)
The City of Tulare receives an annual entitlement allocation of federal Community Development Block Grant (CDBG) funds directly from the U.S. Department of Housing and Urban Development (HUD). The primary objective of the CDBG Program is the development of viable urban communities, by providing decent housing, sustainable living environment, and expanding economic opportunities primarily for persons of low and moderate-income.
The City is required to meet one of the following CDBG national objectives:
- Benefit low and moderate income (LMI) persons.
- Aid in the prevention or elimination of slums or blight.
- Meet a need having a particular urgent need.
The needs of the community are established by the community participation of citizens, interested parties, and city staff to achieve these objectives. The City proposed CDBG goals and objectives are presented in the federally-mandated 5 year Consolidated Plan as well as the Annual Action Plan.
