After an extensive recruitment process, the City of Tulare is pleased to announce the hiring of Mr. Thomas Gaffery as our new Assistant City Manager.  Mr. Gaffery was the top ranked candidate through all three interview panels. 

According to Marc Mondell, City Manager “On behalf of the Executive Team and entire organization, I’d like to welcome Thomas to Team Tulare!  Thomas has valuable experience as the Deputy City Manager for the City of Fresno and most recently as the Assistant City Manager and Interim-City Manager for the City of Fowler.  He is very familiar with Tulare and the Central Valley and has experience in parking management, transportation planning, facilities, operations, financial administration, planning and development, and city administration.” 

Mr. Gaffery will start his tenure with the City of Tulare on March 31, 2025.
